The island nation of Malta is currently faced with high levels of labour shortages across several sectors and industries. The 2023 EURES report brought this to light.

According to the 2023 EURES report, the country lacks key skilled and unskilled workers in 20 occupations. The country is therefore looking for international workers to fill these gaps, given its low population, which is less than 600,000.

As a result, the country attracts highly skilled foreign workers. The Maltese government, called Identita, has decided to launch the Specialist Employee Initiative (SEI).

Travelling to Malta now would provide you with a better chance of getting hired if you have the requisite qualifications for the available jobs.

Vacancies exist in the areas of healthcare, food service, education, manufacturing, construction, tourism and hospitality, business and administration, and transportation.

Malta foreign workers needed in top 20 in-demand jobs

According to the latest EURES report, the following roles are facing a shortage of workers in Malta:

• Accounting and bookkeeping clerks
• Administrative and executive secretaries
• Bartenders
• Bookmakers, croupiers and related gaming workers
• Building construction labourers
• Business services and administration managers not elsewhere classified
• Car, taxi and van drivers
• Chefs
• Child care workers
• Cleaners and helpers in offices, hotels and other establishments
• Contact centre information clerks
• General office clerks
• Health care assistants
• Managing directors and chief executives
• Manufacturing labourers not elsewhere classified
• Messengers, package deliverers and luggage porters
• Office supervisors
• Security guards
• Shop sales assistants
• Waiters

Malta offers a variety of hiring methods. One of the best-known means is through the Specialist Employee Initiative (SEI). This offers skilled workers from developing countries the chance to work in Malta, especially if the applicant has the right academic qualifications.

Your chances of landing a job in Malta are high if you possess the necessary academic or technical skills.

If the applicant is from a non-EU country, they must sign a contract with a Maltese-registered company to be eligible to apply.

Another path to entering Malta to work is the Malta Employer Association (MEA).

All foreign workers are seen as important stakeholders in Malta’s logistics industry, according to the MEA.

During a National Forum under the leadership of MEA, President Joanne Bondin, the organisation outlined the importance of foreign workers in Malta’s development and how their work will help boost the economy.

“EU and non-EU nationals have filled employment gaps in the logistics sector that might have otherwise hindered its development. They augment the labour force, enabling companies to meet the escalating demand for their services”.

Malta foreign workers needed : Non-EU Nationals / Key Employee Initiative / Who is Eligible?

The fast-track route is available to third-country nationals who have received a job offer in Malta for a managerial or highly technical position, which position requires the relevant qualifications or adequate experience applicable to the job.

 

Eligibility criteria will include, amongst other documentation submitted to Identità proof of:

 

• an annual gross salary of at least €35,000 per annum;
• certified copies of the relevant qualifications, warrants or proof of work experience.

The KEI is also extended to innovators involved in start-up projects which are specifically endorsed by Malta Enterprise.

 

Approved applicants will be issued with a residence permit which will be valid for a period of one year in its initial year. Subsequently, this may be renewed for a longer period (up to three years), provided that the employee presents:

 

• a valid definite or indefinite contract, and;
• the original annual tax declaration form stamped by the Inland Revenue Department.The administrative process of KEI applications follows that of the regular Single Permit, including the due diligence process, however the process is fast-tracked.

Applicable fee: €300.

The Specialist Employee Initiative (SEI) is an alternative route for highly skilled third-country nationals, who may not be eligible for the Key Employee Initiative, but who hold the relevant academic, vocational or technical skills in line with their employment offer in Malta. SEI applications are submitted under the Single Permit Regulations (S.L. 217.17).

The processing time for SEI applications is fifteen (15) working days, starting from the date of application submission. An application is deemed submitted only when all the requested documentation, as outlined in the relevant checklist, is submitted.
