Below is the full release: Failure to Employ Diploma Teachers Will Cause NPP’s Defeat
18th September, 2024.
For Immediate Release
The actions of the Minister for Education, Dr. Yaw Osei Adutwum, if left unchecked would contribute significantly to reduce the votes of other NPP parliamentary candidates and that of his Excellency Dr. Mahamudu Bawumia, in the upcoming 2024 general elections.
Dr. Yaw Osei Adutwum, an arch enemy of Diploma in Education graduates and a member of parliament for the Bosomtwe Constituency in the Ashanti Region, is deliberately and unlawfully denying thousands of Diploma in Education graduates the opportunity to apply for recruitment as permanent teachers of the Ghana Education Service.
This unfortunate mindset of Dr. Yaw Osei Adutwum is inconsistent with the provisions of the Constitution of Ghana.
The Education Regulatory Bodies Act 2020; article 68 subsections 1 and 2 states the following,
68. (1) A person does not qualify to practise as a teacher unless that person
(a) holds a certificate from an institution recognised by the Board; and
(b) passes a licentiate examination conducted by the Board.
(2) A person who fulfils the requirements specified under subsection (1) shall be registered by the Board and issued with a licence to practise as a teacher upon payment of the prescribed fee.”
In due accordance of the above, the certificates of Diploma in Education graduates were awarded by institutions recognised by the Board (The Governing Body of the National Teaching Council), furthermore thousands of Diploma in Education graduates have passed the licentiate (licensure) exams required by the afore quoted constitution of Ghana.
Despite the above provisions, Dr. Yaw Osei Adutwum being either ignorant of his constitutional mandate or deliberately acting against his constitutional mandate, declared on 30th July, 2024, at the Accra International Conference Centre, “I’m super excited that for the first time in our history, you need a Bachelors Degree to teach even in a kindergarten”
If Dr. Yaw Osei Adutwum genuinely believes in the underlying principles of the free SHS programme, he would have known that financial difficulties have caused many needy but brilliant Ghanaians to begin their tertiary education with respective diploma programmes.
As demonstrated above, Diploma in Education graduates are qualified to be recruited as teachers in the Ghana Education Service, and thousands have passed the licentiate (licensure) exams.
It may be necessary to state that thousands of Diploma in Education graduates passed the licensure exams once in one attempt without having a single resit or referral.
Despite the above, the Minister for Education, Dr. Yaw Osei Adutwum has consistently, deliberately, unfairly and unlawfully acted to deny Diploma in Education graduates participation in the Ghana Education Service recruitment process, going even to the extent of attempting to prohibit Diploma in Education graduates from participating in the licensure exams so as to unlawfully curtail their chances of recruitment as teachers in GES.
It is therefore pivotal for the New Patriotic Party (NPP) to give solemn and urgent attention to this issue; if not, this posturing of the Minister for Education, Dr. Yaw Osei Adutwum, would lead to a significant reduction in votes for other NPP parliamentary candidates and that of His Excellency Dr Mahamudu Bawumia.
